Liccardo first proposed the insurance mandate in 2019, after three people were killed and more than a dozen others injured in a shooting at a festival in nearby Gilroy. He proposed it again -- along with the annual fee -- last year, after a gunman killed nine people at a San Jose public transit yard before killing himself.
