Trump-47?s approval rating continuing to decline in these states will likely hurt incumbent GOP legislators on November 3rd, allow Democrats to pick seats enabling the adoption of the National Popular Vote Interstate Compact (NPVIC). Member states enact legislation that legally binds them to award their electors to the winner of the national popular vote, regardless of whether that candidate won the majority in their specific state.
