Charter operators in NYC are burning through teachers at 2-3 times the rate of public schools. To plug these gaps, the State University of New York (SUNY) adopted a major education policy shift this fall, allowing SUNY charter schools to waive state requirements for teacher certification and hire unlicensed teachers without education degrees.
