Charter operators in NYC are burning through teachers at 2-3 times the rate of public schools. To plug these gaps, the State University of New York (SUNY) adopted a major education policy shift this fall, allowing SUNY charter schools to waive state requirements for teacher certification and hire unlicensed teachers without education degrees. This will overwhelmingly affect students of color, ensuring they have less experienced instructors without education degrees, prior teaching experience or even high school diplomas.
