David Leonhardt of the New York Times lays out five ways to fight politically based gerrymandering. Gaining control of states ("trifectas" of both legislative units and the governorship) is one way; filling state courts where justices are elected by the people in a bipartisan, unbiased manner is another. Ballot initiatives can work, provided that state legislatures don't block the people's will, as has happened most notoriously in Florida recently, but in the case of ex-felon voting rights. More relevant obstruction occurred in Michigan and Missouri, over gerrymandering.
