The negotiations in Vienna are coming to the final round, the members are taking what they have learned to their capitals for authorization of a deal which is not final yet. in a few weeks we will probably see a deal, because all sides need it.
Every one of the members have shown their teeth to each other but they are all in need of a resolution.
