To rewrite the Constitution, one needs to have a constitutional convention. At this time, 32 state legislatures and 33 governors are under Republican control. In addition, of course, Republicans enjoy majorities in both the House of Representatives and the Senate.
If 34 state legislatures call for a constitutional convention, Congress must convene one. And by some counts only six more red states are needed.
