The Vote to Kill the Resolution (3:35 PM ET)

The vote is this: Democratic 151 Yeas 69 Nays with 13 Not Voting and Republican 84 Yeas 107 Nays with 9 Not Voting. The total so far is 235 to 176. It looks like this resolution will be killed. But that's not what has me so dumbfounded.

What is this that Republicans have more votes to not kill this resolution than Democrats? What is that?
