Hurricane Emergency Relief funds in any needed amount can be created by Congress. United States Notes can be created without taxing for them! They can be spent without adding a penny to the deficit! Congress has Constitutional authority, by Article 1 Section 8, to coin money and regulate the value thereof.

To create this money, H.R. 2990, the NEED Act, was introduced into the House in 2011. Repurpose and pass it! We could have, say, $300 billion, for relief and immediate cleanup jobs. Uninsured locals with damaged property, especially the poor, could be hired as supplementary workers. Pay them $20 / hr., on an EBT card, no benefits or liability insurance. Inflation won't be a problem.

This strategy avoids all the hassle of budget control, austerity and the debt ceiling! Below is a legal tender U.S. Note created just on Congressional authority. The only difference from Federal Reserve Notes is that instead of saying at the top front, "Federal Reserve Note," it says "United States Note."
