Proposes that legislative juries drawn from the public by random selection are a far more democratic, informed and fair method of citizen lawmaking than the ballot initiative. Proposes that randomly sampled juries replace both the signature requirement and popular vote parts of the ballot initiative.

Three proposals to improve the democratic process: 1) It would be far more democratic for public office holder to be chosen by randomly sampled citizen juries rather than by popular vote. 2) If politicians continue to be chosen by popular vote, then the rules under which they are elected should be decided by juries. 3) Juries are a much better basis for the public funding of elections than campaign vouchers.
