why did Bush veto this bill, instead of just signing it and then quietly issuing one of his bogus signing statements to effectively nullify it, using his "inherent constitutional authority" as Commander-in-Chief and head of the mythical "Unitary Executive Branch" (which he has done at least 750 times)?
