Subsidiarity: Pope Francis: The Future of Freedom Requires a Spirit of Bottom-up
No. He didn't say it directly. He used a word that I wasn't familiar with-- "Subsidiarity."-- when he said,
"Building a future of freedom requires love of the common good and cooperation in a spirit of subsidiarity and solidarity."
