"We The People" SUPPORT NY Rep. McCarthy's Bill For Banning American School Corporal Punishment On April 15, 2010, for the first time in over 18 years, Congress held hearings on the use of Corporal Punishment in U.S. Schools. In the next few days, NY Rep. Carolyn McCarthy (D NY) will introduce a bill to institute a federal ban on corporal punishment in all US Schools.
