In order to return to a viable democracy in the U.S., I think the solution is very simple.
CHANGE THE VOTING DAY TO SATURDAY AND SUNDAY.
From what I understand, Tuesday was selected because when we were an agrarian society, Tuesday was the day following the market day, which was Monday when everybody was in town anyway.
November was chosen because, likewise, it was after harvest time.
This logic no longer applies. And the current method obviously favors voters who can take time off (management, self employed, retirees, etc) and be very inconvenient for hourly workers.
If we would like to see 80-90% voter participation, all we have to do is change the days we can vote.
