He summoned him and said:

because you can no longer be my steward.
Jesus sums it up nicely here. The president of the US is supposed to be a public servant, the steward of public funds. He is not the boss, not the one holding authority. Authority is vested, under the US Constitution, in "we the people", not in the executive branch of government. "We the people" delegate our authority to our representatives in Congress, not to the president. He is just a manager, a steward.
"We the people" are in the position of the rich man. When Bush took office, there was a huge surplus in OUR treasury, money raised from taxing WE THE PEOPLE, OUR money. Budget projections forecast a surplus of 5.6 TRILLION dollars over the next 10 years. Bush has not only squandered the surplus, he has created an enormous deficit, borrowing more money from foreign countries than all 42 of the previous presidents combined!
Where did all that money go? Much of it has gone into the pockets of his wealthy friends via tax cuts. Much more has gone to the corporations tied to Bush and Cheney, Carlyle and Halliburton, which specialize in war-related activities- weaponry, ancillary services, private armies, rebuilding devastated areas, etc.
We the people want Bush and Cheney impeached AND our money recovered from those who stole it. If the current members of Congress will not do our will, we WILL replace them ALL in November 2006!
Meanwhile, call your Congresspeople and demand impeachment NOW!
