Dear Companions,

On the 2nd October 2008 I was repatriated to Sicily.


I do write with concern to the cessation of war.


I do urge the cessation of violence and hostilities.


The Resolution 55/282 was adopted at the fifty fifth session, 7th September 2001, 11th plenary meeting, by the competent organ of the United Nations.


The General Assembly directed to in writing the subsequent declaration.


"Invites all Member states, organizations of the United Nations system, regional and non-governmental organizations and individuals to commemorate, in an appropriate manner, the International Day of Peace, including through education and public awareness to co-operate with the United Nations in the establishment of the global ceasefire. "


The International Court of Justice shall be the principal judicial organ of the United Nations.


The International Court of Justice shall function in accordance with the annexed statute, which is based upon the statute of the Permanent Court of International Justice.


It has the legal capacity necessary for the exercise of its functions and the fulfilment of its purposes.


I do urge the cessation of violence.


Each state has the duty to co-operate with one another irrespective of their differences in their political, economic, and social system, in the various sphere of international relations, in order to maintain international stability and progress, the welfare of nations and international co-operation.


The General Assembly shall initiate studies and make recommendation for the purpose of securing international cooperation in the economic, social, cultural, educational and health fields.


The Security Council shall determine the existence of any threat to the peace, breaches of the peace or act of aggression.


Armed Forces shall not be used.


Each State has the duty to refrain from military, economic, political or any other form of coercion against the political indipendence or territorial integrity of any state.


Each state has the duty to comply in full and in good faith with its international obligations under the principles of international law.

Each state has the duty to build mediation, conflict prevention and post-conflict peace-building mechanisms.


I do urge the cessation of aggression.


All states shall pursue in good faith negotiations for the conclusion of a universal treaty on complete disarmament.


The General Assembly adopted the Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction.


Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.


The fact that a person who committed an act which constitutes a crime under international law acted as Head of State or responsible Government official does not relieve him from responsibility under international law.

The fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him.


States shall settle their international disputes by non-violent mediums.


States shall not plan, prepare, initiate or wage a war of aggression or a war in violation of international treaties, agreements or assurances.


To draw diligence and respect to the aforesaid objective I have demanded the attention of bodies concerned.
