I think there is general agreement that the initial goal of the revolution is to create a genuinely democratic environment of fundamental stability and security that protects everyone from debilitating poverty and exploitation.

Then what is the goal of that goal: To generate conscious functioning individual human beings. But what is the function of an individual human being? It is to engage reality in an open, learning way. But individuals are by definition distinct from one another and the experience of reality varies accordingly. The voice develops accordingly. As William Blake says-

One Law for the Lion and the Ox is Oppression

So what about democracy?

Democracy is equality of voice across the board. No voice is shut out or diminished for the advantage of another. Most people in our present society cannot separate the ideas of democracy and majority-rule. But majority-rule is actually a violation of democracy. Majority-rule shuts out or diminishes voices for the advantage of others. The reason that majority-rule even exists as a practice is that there appears to be no possibility of consensus among all the individuals. Majority-rule is a surrogate for 'truth'. It is not apparent to all what the 'truth' is so majority-rule provides a means of 'moving forward'. But in terms of democracy this is not a moving forward at all. It is simply the admission of not knowing how to move forward democratically in face of the fact of individual disagreement. So the reality of individual human beings, which is the foundation of democracy, actually becomes an insurmountable obstacle to democracy. At that point human exchange becomes just an endless argument about whose 'values' are superior and then begin the machinations concerning how to win the majority vote; and if winning the majority vote becomes hopeless then begin the plans for 'revolution'.
