Comey declines to call for prosecution.
I asked formerly jailed whistleblower John Kiriakou for his take on this. Here's what he replied to me:
"FBI Director Comey's announcement that the Bureau would not recommend criminal charges against Hillary Clinton stinks of Justice Department hypocrisy. When a whistleblower is accused of leaking classified information for the public good, the entire weight of the U.S. Government falls on his head. But when the person accused of mishandling classified information is a former First Lady, a former Secretary of State, or a friend of the President's, she gets a pass. That's not justice. It's Washington politics as usual.

FBI director Comey described a number of problems with Hillary Clinton's handling of multiple private servers, that there were 110 classified emails on the server, including:
52 email chains were determined to contain classified
8 top secret
36 secret
8 confidential.
Comey said, "Although we did not find clear evidence that... they were extremely careless in their handling of highly classified information."
Comey said that past prosecutions always had a higher bar, so no recommendation of prosecution to the justice department. Ari Melber says FBI has delivered a clean book of health-- not finding the kind of evidence that would justify charges.
But Comey also says that they would not rule out charges in other similar cases in the future.
Fox News pundit calls this a huge, huge victory for Clinton.
