The President and Russian President Dmitry Medvedev spoke by telephone about developments in the Middle East at length, with a particular focus on Libya. President Obama expressed his appreciation for Russia's support for the implementation of United Nations Security Council Resolution 1973 and subsequent positive statements that President Medvedev had made regarding the resolution's mandate. The two presidents also discussed the new momentum in Russia's progress towards joining the World Trade Organization (WTO) in 2011. President Obama affirmed his support for Russia's accession into the WTO in 2011 and also affirmed his commitment to work with the U.S. Congress to terminate the application of the 1974 Jackson-Vanik Amendment (which denies most favored nation status to certain countries with non-market economies that restrict emigration) to Russia and establish Permanent Normalized Trade Relations with Russia. The two presidents also discussed recent progress made in developing deeper cooperation on missile defense. Source

The President telephoned   Israeli Prime Minister Benjamin Netanyahu to convey his condolences over the terrorist attack in Jerusalem that occurred   March 23, 1011, which killed one person and wounded many others, and to express his concern about the recent rocket and mortar attacks against Israel from Gaza. The President declared a major disaster existed in the State of New Mexico and ordered Federal aid to supplement State and local recovery efforts in the area struck by a severe winter storm and extreme cold temperatures during the period of February 1-5, 2011. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe winter storm and extreme cold temperatures in the counties of Lincoln, Otero, Rio Arriba, Sierra, Socorro, and Taos and the Tribal jurisdictions of the Mescalero Apache Tribe, Santa Ana Pueblo, Taos Pueblo, and the portions of Santa Clara Pueblo that lie entirely within Rio Arriba County. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures for all counties and Indian Tribes within the State. Source

The President telephoned Prime Minister George Papandreou to congratulate him and the Greek People on the 190th anniversary of Greek independence. The two leaders discussed developments in North Africa and their support for the Libyan people. Source

The President telephoned   Brazilian President Dilma Rousseff , Chilean President Sebastian Pinera , and El Salvadoran President Mauricio Funes . With President Rousseff, he underscored the importance of the new bilateral Economic and Financial Dialogue and the Strategic Energy Dialogue; with President Pià ±era, he thanked Chile for its leadership in co-sponsoring UN Human Rights Council (UNHRC) Resolution on Iran that was approved on March 24, 2011; and with President Funes, he agreed with the Salvadoran leader on the importance of partnering on Citizen Security in Central America and reaffirmed El Salvador's participation in the Partnership for Growth initiative. The President briefed a bipartisan, bicameral group of Members of the United States Congress on the situation in Libya. The President and his team provided an update on accomplishments to date, including the full transfer of enforcement of the no-fly zone to the North Atlantic Treaty Organization (NATO) , and the March 24, 2011 unanimous agreement among NATO allies to direct planning for NATO to assume command and control of the civilian protection component in accordance with UNSCR 1973. Following the briefing, the President answered multiple questions from the Members of Congress. The discussion lasted approximately one hour and took place in the White House Situation Room. Source

Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the tsunami wave surge in Curry County. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, flooding, landslides, and mudslides in the counties of King, Kittitas, Klickitat, Lewis, Skagit, Skamania, and Wahkiakum. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President, in video-taped remarks, sent a message to President Alassane Ouattara , Laurent Gbagbo and the people of Cote d'Ivoire that the United States recognized President Ouattara as the rightful leader of Cote d'Ivoire, and called on Laurent Gbagbo to step aside in the best interests of the country and its people. The White House released visitor records that were generated in December 2010, including several visitor records generated prior to September 16, 2009 that were requested by members of the public in January 2011 pursuant to the White House voluntary disclosure policy. This release brought the grand total of records that the White House released to over 1.2 million records that can be viewed at the   Disclosures section . In addition, due to personal safety concerns, the White House withheld 81 visitor records of women and children from a shelter for victims of domestic violence that participated in a White House holiday tour.
