Day843/May13th/Friday: The President met with NATO Secretary General Anders Fogh Rasmussen in the Oval Office of the White House. They discussed Libya, where NATO and five partner nations were implementing the mandate of United Nations (UN) Security Council Resolution 1973 and were enforcing the no-fly zone, implementing the arms embargo, and protecting civilians from the violence inflicted on them by the Muammar Qadhafi regime. They agreed the operation had saved countless lives and that as long as the Qadhafi regime continued to attack its own population, NATO would maintain its operations to protect civilians.The President and the Secretary General also discussed the ongoing NATO mission in Afghanistan. The President delivered remarks to the Situation Room staff to mark the 50th anniversary of the opening of the White House Situation Room by thanking them for their around-the-clock work to keep the President informed and the United States safe. The President also presided over a ceremony to name a secure conference room after the father of the Situation Room, former U.S. President John F. Kennedy. Source

The President declared a major disaster existed in the State of South Dakota and ordered Federal aid to supplement State and local recovery efforts in the area struck by flooding beginning on March 11, 2011, and continuing. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the flooding in the counties of Aurora, Beadle, Brookings, Brown, Buffalo, Clark, Codington, Day, Edmunds, Faulk, Grant, Hamlin, Hand, Hughes, Hyde, Jackson, Jerauld, Kingsbury, Lake, Marshall, Miner, Moody, Perkins, Potter, Roberts, Sanborn, Spink, and Sully. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm and snowstorm in the counties of Craig, Creek, Jefferson, Logan, Mayes, Nowata, Okmulgee, Osage, Ottawa, Pawnee, Pottawatomie, Rogers, Stephens, Tulsa, Wagoner, and Washington. Assistance was also made available to the State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period in Craig, Creek, Jefferson, Logan, Mayes, Nowata, Okmulgee, Osage, Ottawa, Pawnee, Pottawatomie, Stephens, Wagoner, and Washington Counties. The assistance would be provided for a period of 72 hours for Rogers and Tulsa Counties. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. United States National Security Advisor Thomas E. Donilon met with Dr. Mahmoud Gibril, the President of the Libyan Transitional National Council's Executive Bureau. Mr. Donilon hosted Dr. Gibril and his delegation at the White House in order to continue the close consultations between the Obama Administration and the leadership of the Transitional National Council (TNC) about the situation in Libya. During the meeting, Mr. Donilon stated that the United States views the TNC as a legitimate and credible interlocutor of the Libyan people. In contrast, Mr. Donilon stressed that Qadhafi had lost his legitimacy to rule and reiterated President Obama's call for Qadhafi to leave immediately. Source
The United States Social Security and Medicare Board of Trustees issued reports that disclosed Social Security had sufficient assets to continue to provide benefits for seniors and people with disabilities in the coming decades. The combined Social Security Trust Funds had resources to pay full benefits for the coming 25 years. Source
