Day667/Nov22nd/Monday: The United States Department of Health and Human Services (HHS) issued a new rule called the "medical loss ratio" rule that required health insurance companies to spend 80 to 85 percent of health care insurance premiums on medical care and health care quality improvement starting in 2011 instead of overhead costs like advertising or executive compensation. Any health insurance company that fails to do so would be required to provide a rebate to their customers starting in 2012. Source & Video

The President called South Korean President Lee Myong-bak to assure him that the United States strongly condemned the attack by North Korea on the South Korean island of Yeonpyeoung, which took the lives of at least two Koreans and injured many more. The two Presidents agreed to hold combined military exercises and enhanced training in the days ahead to continue the close security cooperation between both countries, and to underscore the strength of their Alliance and commitment to peace and security in the region. The President issued a Presidential Memorandum to Dr. Amy Gutmann Chair, Presidential Commission for the Study of Bioethical Issues, in which he ordered her to convene a panel to conduct, beginning in January 2011, a thorough review of human subjects protection to determine if Federal regulations and international standards adequately guard the health and well-being of participants in scientific studies supported by the Federal Government, and that the Commission for the Study of Bioethical Issues oversee a thorough fact-finding investigation into the specifics of the U.S. Public Health Service Sexually Transmitted Diseases Inoculation Study. The President's order was provoked by revelations that the U.S. Public Health Service conducted research on sexually transmitted diseases in Guatemala from 1946 to 1948 involving the intentional infection of vulnerable human populations.
