Day642/Oct28th/Thursday: The President was notified of a potential terrorist threat at 10:35 PM by Assistant to the President for Homeland Security and Counter-terrorism John Brennan. U.S. intelligence and law enforcement agencies discovered potential suspicious packages on two planes in transit to the United States. Based on close cooperation among U.S. government agencies and, with foreign allies and partners, authorities were able to identify and examine two suspicious packages, one in East Midlands, United Kingdom, and one in Dubai. Both of these packages allegedly originated from Yemen. As a result of security precautions triggered by this threat, additional measures were taken regarding the flights at Newark Liberty and Philadelphia International Airports. Source
Vice President Joe Biden chaired a Cabinet-level meeting on Iraq to discuss the status of negotiations on government formation. United States Ambassador to Iraq James Franklin Jeffrey provided a political update and Commanding General of U.S. Forces in Iraq Lloyd Austin noted that the security situation was steady and that the Iraqi Security Forces were performing professionally. This meeting was part of a regular series of senior-level discussions on Iraq led by the Vice President. Source
The United States Department of Transportation announced the awarding of $2.4 billion for planning and construction of intercity passenger rail service, and, with these 54 projects in 23 states, a nationwide high-speed rail system: step one of a down payment on a national network that, projected within 25 years, would provide 80% of Americans the choice of traveling from downtown to downtown by high speed passenger train. The White House launched a new type of online engagement called "First Question" that uses Twitter to collect citizen questions for White House Press Secretary Robert Gibbs to answer. Guideline
1) In the morning, Gibbs will ask for that day's questions in a post to his @PressSec Twitter account. Although this won't happen everyday, it will be pretty frequently and requires subscription to his account and the WhiteHouse's main Twitter account (@WhiteHouse) to find out when it does.
2) Once he's posted, anyone can fire away with questions using the hashtag #1q.
3) Over the next hour or two, all of the questions will be collected and Gibbs will record his answers and post the video. Source Video

The President returned to the White House, where, from the James S. Brady Press Briefing Room, he addressed the evolving story of toner cartridge bombs that were smuggled onto cargo planes: " Last night and earlier today, our intelligence and law enforcement professionals, working with our friends and allies, identified two suspicious packages bound for the United States -- specifically, two places of Jewish worship in Chicago. Those packages had been located in Dubai and East Midlands Airport in the United Kingdom. An initial examination of those packages has determined that they do apparently contain explosive material. The President telephoned former South African President Thabo Mbeki to discuss Sudan. President Mbeki, in his role as the Chairman of the African Union High-Level Implementation Panel on Sudan, was working with northern and southern Sudanese leaders to urge them to come to agreement on outstanding provisions of the Comprehensive Peace Agreement and post-referendum arrangements.
