Day638/Oct24th/Sunday: The President gave his speech-making voice a day to rest.

Day639/Oct25th/Monday: The President met with United States Secretary of State Hillary Clinton in the Oval Office of the White House. Source

The President was briefed on the October 23, 2010 incident at F.E. Warren Air Force Base in Wyoming in which launch control officers couldn't reliably communicate or monitor the status of 50 Minuteman III nuclear missiles. Source

The President issued a Presidential Memorandum to the United States Secretary of State with Respect to Section 404(c) of the Child Soldiers Prevention Act of 2008, determining, "By the authority vested in me as President by the Constitution and the laws of the United States of America, pursuant to section 404(c) of the Child Soldiers Prevention Act of 2008 (CSPA), title IV of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (Public Law 110 457), I hereby determine that it is in the national interest of the United States to waive the application to Chad, the Democratic Republic of the Congo, Sudan, and Yemen of the prohibition in section 404(a) of the CSPA." T he President traveled to Providence, Rhode Island, where he delivered remarks at a Democratic Senatorial Campaign Committee (DSCC) reception (transcript) at the Rhode Island Convention Center, then remarks at a dinner for the DCCC at the Jonnie and Buff Chace residence (transcript).

The President returned to the White House.

United States Environmental Protection Agency ( EPA ) Administrator Lisa Jackson and U.S. Secretary of Transportation Ray LaHood proposed the first national standards for greenhouse gas emissions and fuel efficiency for medium and heavy-duty trucks, vans, and buses. EPA and the U.S.National Transportation and Safety Board (NTSB) decided to provide a 60-day comment period. The proposal and information about submitting comments was made available on the EPA website and the NHTSA website .

The US District Court for the Southern District of New York, in ruling against a Freedom of Information Act lawsuit filed by the American Civil Liberties Union (ACLU), refused to order the Pentagon to turn over information related to Afghan prisoners of war. Melissa Goodman, an ACLU staff attorney, said that the decision will keep the public "in the dark" when it comes to the actions of its military and the treatment of prisoners, insisting, "The public has a right to know how long the U.S. has kept people locked up in military detention and under what circumstances." "The lack of transparency about these key facts is even more disturbing considering the possibility that the U.S. will continue holding and interrogating prisoners at Bagram well into the future. Unfortunately, today's ruling will allow the government to continue hiding this vital information," she added, referring to the U.S. military's Bagram Airfield Base prison in Afghanistan. Source

The Third District Court of Appeals ruled that the California secretary of state and the state's Electoral College members are not legally responsible for certifying that candidates meet constitutional qualifications to hold office, and that responsibility rests with Congress, according to the 12th Amendment, which provides the procedure by which the President and Vice President are elected. "Any investigation of eligibility is best left to each party, which presumably will conduct the appropriate background check or risk that its nominee's election will be derailed by an objection in Congress, which is authorized to entertain and resolve the validity of objections following the submission of the electoral votes," Presiding Justice Arthur G. Scotland wrote in his decision. The court ordered plaintiffs Alan Keyes, Wiley S. Drake Sr., a Southern Baptist minister, and Markham Robinson, a software firm owner, to pay all court fees of the defendants. Source

Day640/Oct26th/Tuesday: The President telephoned the President of Pakistan, Asif Ali Zardari, to consult with him on the progress made during the recent U.S.-Pakistan Strategic Dialogue. The President and Zardari acknowledged that more work needed to be done to address the direct threat to both countries posed by terrorist groups in Pakistan. The President also acknowledged Pakistan's economic difficulties, and encouraged President Zardari to work to pass key economic reforms, such as tax reform and containing energy subsidies. The President concluded by conveying his intention to visit Pakistan in 2011 and personally welcomed President Zardari to visit the United States in the coming year. Source

The President declared a major disaster existed in the Commonwealth of Puerto Rico and ordered Federal aid to supplement Commonwealth and local recovery efforts in the area struck by severe storms, flooding, mudslides, and landslides associated with Tropical Storm Otto during the period of October 4-8, 2010. Federal funding was made available to Commonwealth and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, flooding, mudslides, and landslide associated with Tropical Storm Otto in the municipalities of Aibonito, Aà ±asco, Guà ¡nica, Guayama, Jayuya, Lares, Las Marà as, Maricao, Mayagà ¼ez, Patillas, Ponce, Sabana Grande, Salinas, San Germà ¡n, Utuado, Yabucoa, and Yauco. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures for all municipalities in the Commonwealth of Puerto Rico. Source

The President, in a statement release, expressed his sadness over the loss of life, injuries, and damage that occurred as a result of the recent earthquake and tsunami in West Sumatra. Source

The United States 9th Circuit Court of Appeals threw out an Arizona State mandate, approved by Arizona voters in 2004, requiring people to provide proof of citizenship before being allowed to register to vote; ruling the requirement ran afoul of the federal National Voter Registration Act of 1993. The judges rejected other challenges to the law, including the requirement to provide identification before being allowed to cast a ballot, and an argument that having to obtain certain documents, some of which were not free, amounted to an unconstitutional "poll tax''.
