Zbigniew Brzezinski, Carter's national security advisor, and Obama's long time mentor, is the individual most closely associated with this "social engineering" approach. Brzezinski openly advocates increasing the executive power of the US presidency for the sake of building the American empire. As he himself states in his 1998 The Grand Chessboard (p. 35), "Democracy is inimical to imperial mobilization."
