Day225/Sep4th/Friday: The President made a request of the United States Congress that the $12.1 trillion statutory debt limit be raised, predicting the current limit could be exceeded by mid-October.

The President released a statement announcing that each month records of visitors from the previous 90-120 days will be made available online. The new policy will take effect in mid-September 2009. Release of visitor logs kept by the United States Secret Service will not begin for 3-4 months. Visitor records from January 20th to September 15, 2009 are excluded from release. Quote from the statement: "Aside from a small group of appointments that cannot be disclosed because of national security imperatives or their necessarily confidential nature (such as a visit by a possible Supreme Court nominee), the record of every visitor who comes to the White House for an appointment, a tour, or to conduct business will be released. Vice President Joe Biden, appearing via satellite from Washington D.C. to announce the Department of Energy has finalized a $535 million loan guarantee for Solyndra, Inc., which manufactures innovative cylindrical solar photovoltaic panels that provide clean, renewable energy. The funding will finance construction of the first phase of the company's new manufacturing facility. Solyndra is the first recipient of a loan guarantee under the Recovery Act and Title XVII of the Energy Policy Act of 2005. In addition, the loan guarantee issued to Solyndra is the first issued by DOE since the 1980s. Source

The White House announced that it has consolidated and released ten ethics waivers granted by federal agencies under the Obama Administration. The ethics waivers made certain Executive Branch appointees exempt from conflict of interest and revolving door restrictions set forth in Executive Order 13490. Previously, the Executive Branch had only released the six waivers granted by the White House. The United States State Department announced several managers and eight guards of ArmorGroup North America, a security firm hired to protect the U.S. embassy in Kabul, Afghanistan, have been removed. Two other guards have resigned. The 10 guards are leaving Afghanistan after lurid party photos and other alleged oversight lapses emerged this week. Source
