I do not suggest curtailing the President's constitutional powers as Commander-in-Chief to conduct limited military operations to respond to a threat against American personnel, retaliate after an attack, provide advice and training to an ally, or to collect intelligence.
I do suggest that President Obama must secure public approval before reinserting ground troops, conducting major bombing operations or taking sides militarily in the lethal disputes between the Sunnis, Shiites, Kurds and assorted jihadists.
After the mistakes of Bush and Cheney, such public approval will be hard to win. Most Americans now believe that Iraqis need to resolve their own problems without American military involvement. We cannot be the policeman of the Muslim world.
