Bottom line, China is heavily targeting the South American continent with its “Waging Peace” integrated strategic partner plan. This SWOOP would be designed to counter that Chinese strategy.

Analyst Note: Not to be forgotten is Central America with a 2nd tier SWOOP focus on Mexico. Include functional and substantive innovative economic solutions which help/strengthen Mexico's economy, and as a byproduct, help the illegal imigration problem vis-a-vis reducing their incentive to leave.

b) Central Asia (India) SWOOP: 

Factor in: 

- The challenging Pakistan/India dynamic.

- The challenging Pakistan leadership instability situation.

This article preceded the Bhutto assassination (and installment of new Prime Minister), an event which created a whole different, if not election outcome paradigmal shifting dynamic and accompanying result. The Analyst did predict both leading opposition parties, the Bhutto Pakistan Peoples Party (PPP) and Shari Pakistan Muslim League Nawaz (PML-N), would cave on their respective election boycott threat. As a result of that, coupled with both the assassination fallout on Musharraf and accompanying Bhutto (anti-Musharraf) sympathy vote, these two parties emerged as the dominant parliamentary parties, handing the Musharraf party, the Pakistan Muslim League Quaid-e-Azam (PML-Q) a stunning defeat. Recognition of the historic, economic and strategic relationship between India and China, simply noting but two historical examples: 1) Quite counter-intuitively to most, Buddhism migrated “from” India to China (in 67 AD), and 2) Both countries leaned and learned on each other heavily as their new countries took root (India in 1947 and China in 1949). 

- Mutual (historic) mistrust between China and India.

- The Burma (Myanmar) powder keg situation – How to leverage this for India’s benefit and against China. Needs a plan designed to drive a wedge on this key strategic issue.

- Enhanced global recognition/inclusion for India – see “G9” discussion in coming Part 11.

- Under the radar Indonesia and its 300 million + population. The largest Muslim country in the world.
