Note 11 Zawahiri warned that Bin Laden would continue to "terrify" the US from beyond the grave. http://www.bbc.co.uk/news/world-middle-east-13788594

Previously in emails he wrote that Killing innocent Egyptians, al Zawahiri wrote, is morally and religious justifiable, because the staff, diplomats, and guards who perished at the Embassy in Pakistan supported the Egyptian government. His country's authorities, he continued, had prevented the rule of Islam, imposed a secular constitution, and didn't follow the laws of God. The government has also opened its prisons to militant Muslims, with al Zawahiri estimating the number of detainees was as high sixty thousand. http://www.aawsat.net/2005/06/article55271114 See also http://www.aawsat.net/?s=secret+emails
