Maybe it was done by Iraqi fighters who are acting as proxies to foreign powers as "Sheik Ali Hatem Sulaiman, an Al Anbar tribal leader, accused Iraqis working for Iran of carrying out the blast. His words amounted to a veiled reference to Shiite militias."
It can't be clear who did what to whom but whoever it was must be some group who wants the US to fail as "Meanwhile, a member of Sheik Guood's family, Sheik Yassin, pointed the finger at the Iraqi government.
So, we are losing in Iraq and the parliament we put in place is dominated by the 60% Shiites who are always praising the progress they have made in reconciliation--but nothing is ever produced.
So we have Sunnis, who until recently were the top dog in Iraq receiving some of the terrorist tactics that the Shiites have mastered. As long as they have to live side they will be seeming vengeance.
The method the Shiites are using of proclaiming that the tasks that we have identified for them to finish, are nowhere near that state. If W doesn't know that Maliki is playing him for every last drop of our US soldiers' blood and for the reconstruction project's hordes of money-which will never be finalized due to the terrorists' attacks, then he is in a state of denial.

Richard Lugar, a senior Republican and a reliable vote for President Bush on the war, said Monday that Bush's Iraq strategy was not working and that the U.S. should downsize the military's role. The unusually blunt assessment deals a political blow to Bush, who has relied heavily on GOP support to stave off anti-war legislation. It also comes as a surprise. Most Republicans have said they were willing to wait until September to see if Bush's recently ordered troop buildup in Iraq was working. "In my judgment, the costs and risks of continuing down the current path outweigh the potential benefits that might be achieved," Lugar, R-Ind., said in a Senate floor speech."
The article continues "Next month, Senate Majority Leader Harry Reid, D-Nev., plans to force votes on several anti-war proposals as amendments to a 2008 defense policy bill. Members will decide whether to cut off money for combat, demand troop withdrawals start in four months, restrict the length of combat tours and rescind Congress' 2002 authorization of Iraqi invasion. Expected to fall short of the 60 votes needed in the Senate to pass controversial legislation, the proposals are intended to increase pressure on Bush and play up to voters frustrated with the war."
Can the Democrats count on Lugar? Lugar said this surge policy isn't working, so he would have be willing to help the Democrats pass legislation to meet the goals that the Democrats and Lugar.
The article continues "However, Lugar's spokesman Fisher said the speech does not mean Lugar would switch his vote on the war or embrace Democratic measures setting a deadline for troop withdrawals."
They hate his Iraq policy enough to--as in Lugar's case, openly voice their hatred of the boob's work, but the right-wing extremists have it ingrained into their soul that a strong, non-flip-flopping, GOP thug invading a defenseless opponent, gets them a few extra votes.
W's Iraq policy has failed. What can he salvage from this atrocity? He can hope that our troops can get out without incurring huge casualties and pray that having our troops stationed in the area to fight al-queda. That is a far cry from what we were told we'd get.
