Winning "Peace" in Syria: An Integrated Model

The return of Syrian refugees, present in countries across the globe, will be pivotal to the future. The general disarmament will pave the way for the safe return and rehabilitation will follow through established UN/ global institutes.

Future for Syrian Army

The lesson from Afghanistan and Iraq failures, among institutional weakness, has been dismantling of armed forces or exclusion of large segment from the newly established army. For Syria, it is vital that neither of them are implemented. Syrian army remains functional; however, it has no mandate for operations on itself. The commission will fix the role and responsibility during the war on Syrian army, followed by an in-depth and renewed scrutiny of the officers and soldiers through psychological examination and testing. Based on this, the refined Syrian Army will come under the control of UN Syrian Peacekeepers for a defined period, till the road to peace has been achieved.

Governance

Assad or no Assad has been centric to the entire episode, and a pre-condition of having or not having him will itself compromise the Syrian mandate. He is accused of atrocities, and for this he will be needed to clear himself from the Fact-Finding Commission. A transition council can be formed to oversee this process, but it seems this initiative will be seen as a pre-condition to the mandate. So for this, an oversight authority, comprising of 6-8 internationally reputed members from Syria needs to be formed to work parallel to Assad, a shadow cabinet in itself. The oversight authority will validate all actions of Assad during the working of the Fact-Finding Commission, and if found contrary to the spirit of Syrian Peace the decision of Oversight Authority will suspend him from his role.

Popular Elections

Assad will remain under supervision of the Oversight Authority, and the commission will only ascertain his role in the war. The new Syria will not be inherited by him in any manner, and the country under Oversight Authority and UN Peacekeeping Force will head towards election in a defined time frame. This will only establish a government which is legitimate, withstanding and guarantor of a future Syria which is progressive and promising to the future generation.

Conclusion

If Syrian war was seen as ground for a global conflict, it present in itself an opportunity of sustained global peace, a century where all join hands for a prosperous future to our generations to come. The Road to Peace is not only vital, but possible too.
