This plan of course depends on the wishes of first the Secretary General and then, members of the UN Security Council; both of whom will most certainly reshape it legally.
China's Ministry of Foreign Affairs is bureaucratically hostile to any nation examining what they are doing and what they have done in the pandemic context. This is to be expected, and there are a few other ways to go around a nation on the Security Council that would likely veto any great new idea.

This is the kernel, the essence, of my idea, which is gaining traction world wide, primarily because it is urgently needed as the pandemic legal problems between nations loom larger and larger, as well as the acute ongoing ever present need to establish the truth of how this all happened.
As we examine the enormous Economic problems that are so crushing for the citizens of many nations, remember that it is always better to resolve such problems judicially, in the international courts, rather than stupidly resolve them with senseless displays of military power.
Most citizens of every nation in the world are without a doubt certain that a vast majority of nations desire a cessation of the development of all biological weapons and the waste money and lives attached to these weapons, which are found in the arsenals of far too many nations.
Biological weaponry represents the most dangerous way to pursue the Arms Race that monopolized most of the last half of the 20th Century, which basically boiled down to the Superpowers as two apes on a treadmill, trying to out do each other by amassing nuclear weapons. That era is over.
Now we have trade wars as humans have had since the beginning of history.
