Intention
The intention of Item 3 is to give a special reward (above the maximum level afforded by the "American Earned Guaranteed Income", to those that served all the way up through two years of service in the 'Supreme Court" and the "Special Scrutiny Courts".
The service in the "Grand Jury Of The American People" would be considered the highest "non-extra-wealth-rewarded" volunteer judicial service, but, along with other benefits, would be a highly honored and recognition rich attainment that earns the engraved name of the "PaDeci" on the walls of the Central Governance Facility in South Dakota.
Article 3 - Section. 2. Of the Second American Constitution
The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made, under their Authority;--to all Cases affecting Ambassadors, other public Ministers and Consuls;--to all Cases of admiralty and maritime Jurisdiction;--to Controversies to which the United States shall be a Party;--to Controversies between two or more States;-- between a State and Citizens of another State,--between Citizens of different States,--between Citizens of the same State claiming Lands under Grants of different States, and between a State, or the Citizens thereof, and foreign States, Citizens or Subjects.
In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.
The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may by Law have directed.
Article 3 - Section. 2. -- Items 1 through Of The American Third Direct Democracy Constitution
Item One
The American Judicial Powers of the "Supreme Court", the "Grand Jury Of The American People" and the lower Federal and State Courts, will always be selected and ratified by Majority Vote of The American True Citizens and shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the Direct Democracy Republic Of The United States Of America.
The State Courts Judicial Seats can be decided by the True Citizens of that State, with the provision that tie votes can be resolved by the Citizens of the whole nation. Since a tie vote can be resolved with only one vote, the Citizens of the State with the tie can select and request any qualified Citizen outside their State to cast their vote for this purpose.
But it is recommended that Many Votes be sought, in order to deny any chances for vote corruption in this matter.
Item Two
Treaties made, or which shall be made, under "American True Citizen Final Decision and Authority";
--in all Cases affecting Ambassadors, (When "Diplomatic Immunity" is abused through violation of American Law, it will be forfeited and the Ambassador or Consulate Staff Member will become subject to American Law)
involving other public Ministers and Consuls;--
