No Person held to Service or Labor in one State, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labor, but shall be delivered up on Claim of the Party to whom such Service or Labor may be due"unless the service or labor be a result of Human non-penal Human Trafficking Slavery.
Article IV - Section. 3.- Of The Second American Constitution
New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.
Article 4 - Section. 3. -- Of The Third Direct Democracy Constitution
New States may be admitted by the Three National Houses Of Governance into this Union.
New States might be formed or erected within the Sovereign Territory and Jurisdiction of any other State, or States, with the permission of that, or those States and the majority vote of the National Three Houses Of Governance.
A State may be formed by the Junction of two or more States, or Parts of States, with the Consent and Majority Vote of the Three Houses Of Governance of the Direct Democracy United States Of America and Citizens of the States directly concerned with these territorial changes.
Citizens of the States directly concerned with these territorial changes, should be the final deciders of these territorial/Statehood changes. Only these can overrule the Will and Decision of the National Three Houses Of Governance and Sea to Sea True Citizen Voter Support Network, but only if the States Citizens say "No" and the National Will says "Yes".
The National Principle being exercised in this ruling is that the strongest sovereign power resides in the True Citizens of a State, in matters specifically regarding that State and its governance and social functions. So long as the Will of the States Citizens does not bring "Harm" to others within the State, or other States, or the National Governance Structure.
The Three Houses Of Governance shall have Power to dispose of and make all needful Rules and Regulations respecting the Sovereign Territories or Properties belonging to the Direct Democracy Republic United States Of America; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.(???) Not sure about the meaning of the use of the word "prejudice" here.
The "Secession" of States is viewed as "Harmful" to the strengths and integrity of this "Direct Democracy United States Of America" Unity and should not be allowed. But a Majority National Vote of The American People, in their Three houses Of Governance, should decide this critical action.
