The President declared a major disaster existed in the State of Illinois and ordered Federal aid to supplement State and local recovery efforts in the area struck by a severe winter storm and snowstorm during the period of January 31 to February 3, 2011. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe winter storm and snowstorm in the counties of Adams, Bond, Boone, Brown, Bureau, Calhoun, Carroll, Cass, Christian, Clark, Clay, Coles, Cook, Crawford, Cumberland, DeKalb, Douglas, DuPage, Edgar, Effingham, Fayette, Ford, Fulton, Hancock, Henderson, Henry, Jasper, Jo Daviess, Kane, Knox, Lake, LaSalle, Lee, Logan, Marion, Marshall, Mason, McDonough, McHenry, Menard, Mercer, Morgan, Moultrie, Ogle, Peoria, Pike, Putnam, Richland, Rock Island, Schuyler, Scott, Shelby, Stark, Tazewell, Warren, Washington, Whiteside, Will, Winnebago, and Woodford. Assistance was also made available to the State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period in Bureau, Calhoun, Carroll, Cass, Cook, DeKalb, DuPage, Fulton, Hancock, Henry, Jo Daviess, Kane, Lake, LaSalle, Lee, Logan, Marshall, Mason, McDonough, Mercer, Morgan, Ogle, Peoria, Pike, Putnam, Rock Island, Schuyler, Stark, Tazewell, Warren, Whiteside, Will, Winnebago, and Woodford Counties. Assistance was also provided for a period of 72 hours for Adams, Boone, Brown, Ford, Henderson, Knox, McHenry, Menard, and Scott Counties. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President telephoned   Prime Minister David Cameron of the United Kingdom and President Nicolas Sarkozy of France following the successful adoption this day of United Nations (UN) Security Council Resolution 1973 on Libya. All agreed that Libya must immediately comply with all terms of the resolution, that violence against the civilian population of Libya must cease, and agreed to coordinate closely on next steps and continue working with Arab and other international partners to ensure the enforcement of U.N. Security Council resolutions on Libya. Source

The President, in a released statement, condemned the violence that had taken place in Yemen this day and called on President Ali Abdullah Saleh to adhere to his public pledge to allow demonstrations to take place peacefully.

The President signed into law H.J. Res. 48, which provided FY 2011 appropriations through Friday, April 8, 2011, for continuing projects and activities of the Federal Government.   Source
