Without a mandate for national referenda on SCOTUS decisions, especially five to four decisions, "We the People" will never, on a sustained basis, regain control of our democracy. The right to hold public referenda on SCOTUS decisions may only require an act of Congress. Otherwise, a Constitutional amendment would be needed. Achieving that would be arduous, but, since it is essential to closing the democracy gap, well worth the effort.
