Then the rise in the center rungs of quality is determined by the scope and breadth of the decision making exploratory process"how "deep", and how "far" did the deliberations and discussions go? Were the discussions more Emotional, or Reasonable? Did they produce more Common Sense, or denial of Truth? Was accurate information from experts and leaders brought into the discussions? Was there good advice from nationally recognized Trusted Volunteer and Advisory "VARVAHOR" regarding the deliberations? Does the decision reflect and establish as much Fairness and Justice and Mercy, for as many Individuals, minority and Majority, in an overall social context, as possible? Is The Majority of the American People Well Served by the decision, while at the same time preserving Moral Fairness and Justice for Our Minorities?
Is the final draft of the New Law well done and expressive of the Spirit and Intent of the Deliberative Decision?
If the answer is Yes to these questions then this "National Standard Of Decency For Self Governance" has been satisfied. Other "Standards" may apply as well.
