Not to be outdone by Northrop Grumman, Boeing has also developed a laser based weapons system called the Airborne Laser (ABL) system. Boeings Airborne Laser (ABL) will locate and track missiles in the boost phase of their flight, then accurately point and fire the high-energy laser, destroying enemy missiles near their launch areas. This in-flight system can be deployed from possibly over 50 miles away.

This YouTube clip appears to be a promo video for the Tactical High-Energy Laser or THEL weapon in development by our military and thought to have been tested in Iraq by numerous investigative reporters. The THEL weapons system was designed and built by the Israeli government on July 18, 1996 and the project was later funded by the United States. A mobile version called MTHEL has also now been developed and the primary U.S. contractor on this project has been Northrop Grumman.
The THEL is a high-energy laser weapon system that uses proven laser beam generation technologies, proven beam-pointing technologies, and existing sensors and communication networks to provide a new active defense capability in counter air missions. Its design goals are to produce a near 100% kill probability at a range of about 5 km. The first test firings of THEL were in 1998.
"In 2000 and 2001 THEL was tested and shot down 28 Katyusha artillery rockets and 5 artillery shells. On November 4, 2002, THEL shot down an incoming artillery shell. A mobile version has completed successful testing. During a test conducted on Aug. 24, 2004 the system successfully shot down multiple mortar rounds.
Even though military experts such as the former head of the Administration for the Development of Weapons and the Technological Industry, Aluf Yitzhak Ben Yisrael, were calling for the implementation of the THEL, the project was discontinued. During the 2006 Israel-Lebanon conflict, Ben Yisrael, currently the chairman of the Israeli Space Agency, renewed his calls to implement the THEL against high-trajectory fire."
Plasma energy weapons remain a relatively obscure concept but it is clear that the technology is being developed. The video below appears to be an older Russian video on the concept of some type of plasma weapon.
Plasma is considered by many scientists to the fourth state of matter in addition to the obvious states of solid, liquid and gas. Plasma has the unique property of ionization where the free electric charges make plasma electrically conductive so that it responds strongly to electromagnetic fields.
Plasma typically takes the form of neutral gas-like clouds or charged ion beams and is typically formed by heating and ionizing a gas, stripping electrons away from atoms, thereby enabling the positive and negative charges to move more freely.

I don't know Russian but the graphics and apparent concepts speak loudly to the ability of this type of weapon to knock a plane or object out of the sky without actually directly touching the aircraft or leaving any tell-tale signs of foul play. It is downright creepy to even think about the capabilities and possibilities if this type of weapon fell into the wrong hands.
Notice how the cartoon depicts the aircraft being disabled in a way that it falls from the sky straight down .... not too dissimilar from the crash of the Continental Connection flight 3407 outside of Buffalo New York on February 12th 2009 that killed 9/11 activist Beverly Eckert.

"The Radio Instrument Building Research Institute under the supervision of Academician A. Avramenko developed a plasma weapon capable of killing any target at altitudes of up to 50 kilometers. Engineers and scientists of the institute in cooperation with the National Research Institute of Experimental Physics (Arzamas-16), Central Aerohydrodynamic Institute, and Central Machine Building Research Institute prepared a concept of the international experiment Doverie (Trust) for testing of the Russian plasma weapon at the American ABM testing ground in the Pacific Ocean together with the US. The cost of the experiment was estimated at $300 million. According to Academician Avramenko, the plasma antimissile weapon would not only cost tens times less than the American SDI, but would also be much simpler in development and operation. The offered joint project could save expenditures on development of its own plasma weapon for the US. The plasmoid based on the energy of ground super-high frequency generators or laser (optical) generators creates an ionized territory in the trajectory of a warhead and in front of it, and completely disrupts the aerodynamics of the object's flight, after which a target leaves its trajectory and is ruined by monstrous overloads. The killing effect is delivered to the target at the speed of light."
By now a question that should be nagging everyone is whether or not the NTSB even has the expertise or inkling to look for this type of foul play in any number of recent suspect plane crashes here in the U.S. With Seymour Hersh's recent revelation of a secret execution squad that reported to Dick Cheney and some excellent investigative reporting by University of Minnesota Professor Jim Fetzer on the Paul Wellstone crash one has to wonder out loud. A common theme in reports by the NTSB attributed to any number of small plane crashes occurring as they were about to land has been: "The NTSB says in its report that the pilot failed to maintain adequate airspeed during landing, causing the plane to stall."
Shouldn’t someone be asking why these planes are stalling in the first place?
