The State of New Jersey subsidized half of the ten million dollar project. At the same time, unemployment in New Jersey is near ten percent. What do you suppose the problem could be? Maybe an institution of higher learning such as Rutgers could study the problem of why unemployment is so high and why graduates can't find jobs?
