A quick quote from Noam Chomsky here from 1999 to give some context concerning the massacres in East Timor and how these countries try to benefit from resources and Geo political advantages.

So to try to put this all together we
have to include Japan (with some of the largest insurance and business corporations in the world) has recently entered into a
security arrangement with the USA and UK allowing them and their
corporations access to the PRISM and TEMPORA systems. Japans, soon to
be ratified Secrets law, was publicly welcomed by the US State
Department and a recent meeting (November 2012) between the UK and
Japanese to enter into joint naval operations have solidified the
military alignment against the Chinese and North Koreans though Japan still hopes to buy gas from Russia (Avoiding recent sanctions).
Arms sales to Vietnam and surrounding countries are being targeted by Australia (Who also exports arms to Israel) and the USA. Japan is likely trying to change it constitution to enable it to use the ODA funds to buy into this arms race in these countries using its nuclear technology as a sweetener.
Vietnam and Indonesia have increased their arms imports more than any other country in the region in recent years.
Indonesia's arms imports tripled, for
instance, from $600 million in 2012 to $1.8 billion in 2013.

from $300 million in 2009 to $900 million last year. " (Source

This might explain Prime ministers Abe's rush to change the Japanese constitution from its peace orientated stance to a more war friendly one perhaps?
So we have the western military industrial complex quietly fighting it out for a bigger slice of the military expenditure in the Asian block. A race against the Chinese and Russian alliance for arms sales, nuclear technology and rights for resource extraction.
The secretive TPP deal includes rights for the corporations for privacy and to set up contracts that can not be backed out of once they are signed without huge penalties. We have serious corruption in these countries that have the people in government that will sign such arrangements and force Vietnam, Indonesia etc into secret financial deals that will have to be honored by any future governments that come to power. These arrangements will be paid for by the tax payers of these countries with no easy get out clauses.
When we see the fact that the Australian Government is trying to suppress this information from its own people because of its previous strong stance concerning the arms trade agreement and possibly its change in policy in this area . Companies based in Australia selling arms include the French Thales group, US based R aytheon, Boeing and Lockheed Martin, and UK based BAE Systems.
