This distribution change needs brainstorming by competent economists. The members of Congress must go through training in order for them to understand the complexity of these changes with regard to the incomes of both individuals and corporations. The country needs a fairer system of collecting taxes and controlling spending; only smart and well-educated members of Congress can do that.
In conclusion, the U.S. Congress is the only tool that can save the country from eventual collapse.
