are given control over the decision, with it framed in this way, they
will out of pure self-interest be impelled to go along with the change.
With such a "bi-partisan" decision, the Democrats can get the RESULT
they want, but get it in a way that does not set a dangerous precedent
for making changes in the rules of the game for immediate partisan
purposes.
Much better to have the minority giving its blessing than the majority jamming it down the minority's throats.
(BTW, I think that with the law changed, Gov. Patrick should appoint
Ted Kennedy's wife, Vicki. The more the vote from that seat looks
like the expression of the much-mourned late great Senator Kennedy, the
better.)
