Vice President Joe Biden and Secretary of Energy Steven Chu, at a Recovery Act Cabinet Meeting, announced the U.S. Department of Energy would award $106 million in funding for 37 ambitious research projects that they anticipated could fundamentally change the way the country uses and produces energy. United States Heath and Human Services Secretary Kathleen Sebelius released a statement on news that California insurer, Anthem, had withdrawn its proposed 39-percent rate increase, declaring, "Today's announcement is good news for the more than 800,000 Californians who could have been hit with massive rate increases and gives them some much-needed temporary relief."
The United States Commodity Futures Trading Commission (CFTC) announced a $14 million fine against Morgan Stanley Capital Group Inc. for allegedly hiding its complex oil trades. The CFTC said that a trader from Morgan Stanley conspired on Feb. 6, 2009, with a counterpart from Swiss financial firm UBS Securities to hide from authorities a prohibited trading activity. An United States Immigration and Customs Enforcement (ICE) six-page internal memo was leaked containing details of how the agency planned to respond to a host of planned protests against the so-called "Secure Communities" program. It reveals that ICE targeted major media in eight cities where activists planned their rallies, securing space in publications like the Atlanta Journal Constitution, The Washington Examiner, The Miami Herald and others. "On the day of the launch, ICE Assistant Secretary John Morton placed opinion-editorials in Atlanta, Georgia; Miami, Florida; and Morristown, New Jersey--all sites of the campaign," noted Uncover the Truth.org, a joint advocacy campaign set up by the Center for Constitutional Rights, the National Day Laborer Organizing Network and other non-governmental groups. "I am deeply saddened by the loss of two miners in Kentucky, and my thoughts and prayers are with the loved ones they left behind. As I said after the tragedy in West Virginia, I refuse to accept any number of miner deaths as simply the cost of mining. It is the responsibility of all of us, from mine operators to the federal government, to prevent such tragedies from happening again. That is why my administration is taking steps to demand accountability for safety violations and strengthen mine safety so that all of our miners are protected." Source
