Neil Armstrong, the first man to walk on the moon, testified in a United States Senate hearing against the President's decision to cancel America's return to the moon and the President's vision for America's future in space, voicing skepticism of the President's plan to rely on new space taxis developed by private companies after the space shuttles are retired. "If the leadership we have acquired through our investment is simply allowed to fade away, other nations will surely step in where we have faltered," Armstrong said. "I do not believe that this would be in our best interests." Eugene Cernan, the last astronaut on the moon, testified the President's budget for human space exploration "presents no challenges, has no focus, and in fact is a blueprint for a mission to 'nowhere." The President declared a major disaster existed in the State of South Dakota and ordered Federal aid to supplement State and local recovery efforts in the area struck by a severe winter storm on April 2, 2010. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm in the counties of Corson, Perkins, and Ziebach.
