Where Do We Start?
Such a democratization of energy generation should be an articulated goal of any national energy policy. With the advantages to be gained by the society, it would behoove We the People to provide subsidies for these installations until the cost of the equipment comes down. Eventually, it is to be hoped and expected that every new home and every small business or industrial facility would be designed and built with passive solar, photovoltaic solar and small-scale wind turbines as an integral part of the project, with small hydroelectric installations wherever it is practical.
The time horizon for the realization of such a change is likely measured in decades, which is not a reason to let the initiative simmer on the back burner, but rather an imperative that brings home its urgency. The Department of Energy should immediately be commissioning task forces to plan and make recommendations for the implementation of such a policy.
