The President spoke by telephone with Italian President Giorgio Napolitano to congratulate Italy and the Italian people on the 150th anniversary of Italian unification and to express his deep appreciation for President Napolitano and Prime Minister Silvio Berlusconi 's promotion of peace and stability across the world and steadfast support of coalition operations in Libya under NATO's command. The President proclaimed March 31 of each year as Cesar Chavez Day. Source

 

Day766/March31st/Thursday: The President and Vice President Joe Biden met with United States Secretary of State Hillary Clinton in the Oval Office of the White House. Source

The President declared a major disaster existed in the State of Tennessee and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe storms, tornadoes, and flooding during the period of February 28 to March 1, 2011. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, tornadoes, and flooding in the counties of Franklin, Fentress, Grainger, Hamilton, Houston, Humphreys, Jackson, Jefferson, Moore, Morgan, Pickett, Scott, and Union. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President signed into law H.R. 1079, the "Airport and Airway Extension Act of 2011," which extended through May 31, 2011, authorities to collect taxes that fund the Airport and Airway Trust Fund, make expenditures from the Airport and Airway Trust Fund, and make grants to airports under the Airport Improvement Program. The President announce the appointment of Ambassador Princeton N. Lyman as the new U.S. Special Envoy for Sudan. Source

Corinne Ann Beckwith, of the District of Columbia, to be an Associate Judge of the District of Columbia Court of Appeals for the term of fifteen years bio
Gary Locke , of Washington, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the People's Republic of China
David L. McNulty, of New York, to be United States Marshal for the Northern District of New York for the term of four years bio
Alison J. Nathan, of New York, to be United States District Judge for the Southern District of New York bio Source

The President proclaimed April 2011 as National Donate Life Month. Source

The President proclaimed April 2011 as National Sexual Assault Awareness and Prevention Month. Source

The President proclaimed April 2011 as National Child Abuse Prevention Month. Source

The President proclaimed April 2011 as National Cancer Control Month. Source

The President proclaimed April 2011 as National Financial Literacy Month. Source

The White House announced that the United States would make a voluntary contribution of $3 million in 2011 to the United Nations Trust Fund for Global and Regional Disarmament to aid in preventing the proliferation of weapons of mass destruction. Source
