United States Secretary of the Navy Ray Mabus and hundreds of other onlookers witnessed a major step forward in the Navy's initiatives to improve U.S. energy independence and safeguard the environment. In honor of Earth Day, the Navy conducted a test flight of the Green Hornet, an F/A-18 Super Hornet multirole fighter jet powered by a biofuel blend. Check out video of the flight on Navy.mil.

United States Health and Human Services Secretary Kathleen Sebelius sent a letter to Angela Braly, WellPoint's CEO, in which she wrote that she was "surprised and disappointed" to learn the health insurance company had targeted women with breast cancer for aggressive investigation with intent to cancel their policies. "The Affordable Care Act specifically prohibits insurance companies from rescinding policies, except in cases of fraud or intentional misrepresentation of material fact, " Sebelius wrote. Source

The President declared a major disaster existed in the State of West Virginia and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe winter storms and snowstorms during the period of February 5-11, 2010. Federal funding was made available to the State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storms and snowstorms in the counties of Berkeley, Brooke, Doddridge, Hampshire, Hancock, Hardy, Jefferson, Marion, Marshall, Morgan, Ohio, Pocahontas, Preston, Ritchie, Tucker, Tyler, and Wetzel. Assistance was also made available to the State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period. The President declared a major disaster existed in the State of Connecticut and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe storms and flooding beginning on March 12, 2010, and continuing. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in the counties of Fairfield, Middlesex, and New London. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President and the First Lady Michelle Obama traveled to Asheville, North Carolina for a weekend vacation.

The United States Federal Deposit Insurance Corporation (FDIC) took over four banks in Chicago: New Century Bank, with $485.6 million in assets; Citizens Bank&Trust Company, with $77.3 million in assets; Broadway Bank, with $1.2 billion in assets; and Lincoln Park Savings Bank, with $199.9 million in assets. The FDIC also took over Amcore Bank of Rockford, which had $3.8 billion in assets; Peotone Bank and Trust Company in Peotone, with $130.2 million in assets; and Wheatland Bank of Naperville, with $437.2 million in assets. The failure of Broadway Bank was expected to cost the FDIC's deposit insurance fund $394.3 million. For the other banks, the estimated costs were: Amcore Bank, $220.3 million; New Century Bank, $125.3 million; Citizens Bank&Trust Company, $20.9 million; Lincoln Park Savings Bank, $48.4 million; Peotone Bank and Trust Company, $31.7 million; and Wheatland Bank, $133 million. The seizures raised to 57 the numbers of bank failures in the United States in 2010. Source
