Day954/Sep1st/Thursday: The President spoke by telephone to Prime Minister-elect Yoshihiko Noda to congratulate Yoshihiko on his election. The two leaders underscored the enduring nature of the U.S.-Japan friendship and alliance, and its critical importance to the peace and stability of the Asia Pacific. The President and Prime Minister-elect also pledged to work closely together to reenergize the global economy and promote strong, sustainable, and balanced growth. Source
The President met with United States Treasury Secretary Tim Geithner in the Oval Office of the White House. Source
The President declared a major disaster existed in the State of Vermont and ordered Federal aid to supplement state and local recovery efforts in the area affected by Tropical Storm Irene beginning on August 29, 2011, and continuing, making federal funding available to affected individuals in the counties of Chittenden, Rutland, Washington, and Windsor, including grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding was also made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Tropical Storm Irene in the counties of Addison, Bennington, Caledonia, Chittenden, Essex, Franklin, Lamoille, Orange, Orleans, Rutland, Washington, Windham, and Windsor. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The White House announced We the People, an online feature by which individuals would be able to create and sign petitions seeking action from the federal government on a range of issues. If a petition gathered enough signatures, White House staff would review it, ensure it is sent to the appropriate policy experts, and issue an official response. From time to time, the President could respond to petitions as well. Video
The week's West Wing Week featured Vice President Joe Biden's China trip and another West Wing Week focusing on the White House response to Hurricane Irene and other events.
