This cannot be allowed to stand. It is unacceptable. I worked for a Defense contractor from 1966 through 1995. We did R&D and technical support for the US Navy. In all that time I never heard of a single dollar of defense spending that wasn’t rigorously accounted for. We had cost plus fixed fee contracts, and were allowed about 7% fee. The accounting was absolutely perfect down to the penny. 

This is unbelievable! Watch Rumsfeld talking about it on TV on 9/10/2001. He was saying that at that time they couldn’t account for 2.3 trillion. He speaks of it as if it just a minor problem. 

This outrageous situation has been going on for about 20 years, and the IG has never rung the alarm bell? Holy crap!
