Many  foreign VISAS  are given out through a lottery, so that a small number of giant global outsourcing companies have flooded the system with applications, significantly increasing their chances of success. A single application by an employee who wants to remain in an American  company, is  lost, when  one of the outsourcing companies applies for at least 14,000 making it a lottery. The companies are gaming the system and squeezing out American employers , and this means job losses for American companies. Welcome to the new world order where America loses.
