Judge Boyko issued a permanent order and asked that his decision on the rule, believed to be the first of its kind in the country, be disseminated to other states.He said the rule raised concerns of profiling and would be detrimental to allowing naturalized citizens to vote.''There can be no second-class American as far as any court is concerned,'' Boyko said.The new rule was part of a voter ID law enacted this year. |
