It has 3 components -- 1st: force people back to work; if they refuse, they get cut off from any benefits, or fired. 2nd: create a “liability shield”, to protect against businesses getting sued. 3rd: use powers reserved for wartime to keep places open. 4th: trumpet the nightmarish figure of 100,000 projected deaths as a “great success” lowering the bar right into the abyss. That is why the plan to reopen the economy will backfire on several levels, producing second third & fourth waves of infection AND new peaks in the death toll, as people’s risked health becomes very, real.
